In reply to your letter of the 12th instant relating to the above matter I may say that approaches have been made through certain channels at our disposal and special representations were also made in regard to Caballero, whom we later understood was not in Spain.
You will appreciate the care with which, under existing relationships between the two countries, matters have to be pursued if any results are to be achieved. But you can take it that we have adopted all steps which can usefully be employed, and have reason to believe that our efforts have not been without some result.
