Draft Resolution on behalf of the Socialist Party of the United States by Jack Altman.
1. The Conference finds that the policy of non-intervention as regards Spain has failed due to the fact that it was administered by the capitalist governments of the world who are guided by their class interests and are therefore against the Spanish Republic.
2. The Conference regards the new measures of control decided upon by the non-intervention committee to be calculated in the final analysis to hinder the legal government of Spain.
3. Therefore this conference takes upon itself the task of aiding Spanish Democracy without reliance on capitalist governments and calls upon the Executives of the two internationals to carry out the following policy.
(a) The publication of a joint pamphlet on the causes of the conflict to appeal to the widest strata of the population.
(b) Call a world conference of all anti-fascist groups in support of the Spanish Government.
(c) Call upon all Labour organisations and Parliamentary representatives to demand the withdrawal of their respective countries from the non-intervention committee.
(d) That we demand from our governments the sale of the necessary materials to win the war to the legally elected Spanish Government.
(e) Arrange for an international simultaneous general strike for three hours on Friday, April 2nd and urge that mass demonstrations be arranged in connection with the strikes. Further that we continue to prevent shipments of materials to Franco by strikes where necessary.
(f) That we give full and wholehearted support to the heroic international brigade in every shape and form possible.
The conference calls upon all Labour and Anti-Fascist organisations to intensify their efforts on behalf of Spain and expresses its entire moral, political and material solidarity with the courageous Spanish people.
