Dear Mr. Sheard,
International Brigade Association.
Your letters of the 9th and 16th February have now been considered by the General Council who have decided that, in accordance with their usual practice, they decline to endorce the financial appeal of the International Brigade Association.
It is a body with which the Trades Union Congress has at no time had any relationship.
In accordance with your request, I am returning the appeal and balance sheet which they forwarded to you.
