I the undersigned, President of Basque Trade Unions, with all respect address you in the name of my comrades, members in your organisation and millions of people who are suffering under the rules of fascist tyrrany in Franco's Spain.
I wish to let you know that I had hoped that after the surrender of Germany and Japan, Great Britain would take resolute steps for a democratic solution in Spain as part of the political resettlement of Europe, hopes which went high after the victory of the Labour Party in the General Elections and the constition of the Labour Government. But I must express my disappointment on Mr. Bevin's statement in the Commons concerning Spain and the policy of "non-intervention" which the Foreign Office thinks suitable to follow.
I should like that the British people would think for a few moments, how much it would be appreciated by my countrymen and fellow-workers in Spain if, for instance, all imports from that country to Britain be stopped as a sure measure to anticipate the downfall of Franco's regime. I should like you to realise the great importance that will have, if justice is to be done to the cause of Democracy, the immediate breaking-off of diplomatic relations with Franco's Government and the recognition of the Spanish Republican Govermnent now established in Mexico as legitimate representative of the will of the peoples of Spain.
Therefore, as my organisation is a member of the World Workers Federation, of which you are the President, I ask you to do the utmost for the execution of these vital aims which concerns not only the Spanish people but the future of peace and democracy throughout the World, as I feel that the continous "protection" by a British Labour Government of the fascist regime in Spain makes it a mockery of the ideals we - as organised and democratic Trade Unionis) are supposed to defend.
