joint meeting of the Trades union congress general council, national executive committee
of THE labour PARTY and the executive committee of THE PARLIAMENTARY labour Party, held at    3.30 P.M.  FRIDAY, 4TH SEPTEMBER, 1936.
Members of the General Council were present as at previous sessions.
Mr. W.H. Stevenson, Editor of the "Daily
Herald" was also present.
Spanish Situation.
Sir Walter Citrine reported on the conversation with the Foreign Secretary, held on Tuesday, 1st September, with regard to the operation of the embargo on sending arms to Spain.
Mr. Greenwood supplemented the statement.
Sir   Walter Citrine attested to the great help given by Mr. Stevenson of the "Daily Herald" In securing up-to-date information from France regarding the position of the neutrality agreement, subsequent tec their visit to the Foreign Office.
He then read a confidential report received from Paris.
Mr. Bevin criticised the way in which joint decision:; on foreign policy taken by the Executive of the Labour Party and the General Council, had been carried out in the past.
He moved that pressure be put on the Government aid the strongest possible telegram be sent to the Foreign Office asking for the latest position as to the meeting of the international committee of coordination, and stating that the joint meeting was greatly concerned at the delay in concluding an effective agreement on non-intervention on the export and transit of arms and munitions to Spain.    The Foreign Secretary to be asked to reply before the Trades Union Congress met in Plymouth.
Mr. Attlee reaffirmed the policy adopted at the joint meeting .on Friday, 28th August,
Mr. Conley seconded the motion by Mr. Bevin and it was ADOPTED.
Resolution sent was as follows:
