A separate report of this Conference will be sent to all those who receive the Bulletin.  As a result of Dr. H.B. Morgan's speech describing the future policy of the Spanish Medical Aid Committee and his recent discussions with members of the Spanish Government, delegates expressed a desire to see the memorandum on Future Policy which had been drawn up by the Central Committee and which had formed a basis for those discussions.
This memorandum, which was welcomed enthusiastically by the Spanish Government, is given in full:
MEMORANDUM ON FUTURE POLICY of the SPANISH MEDICAL AID COMMITTEE.
1. The entire control of all material and personnel at present in Spain or to be sent at a future date should be vested in the Spanish authorities and should be used by them for whatever medical non-combatant purposes they consider best.
2. In agreement with the Spanish Government the Committee will appoint an official representative in Spain at the headquarters town of the central Spanish Government, as liaison officer.  This liaison officer to be persona grata to the central Spanish authorities. The London Committee will be obliged if the Spanish Government will make requisitions to them through this representative for any medical supplies or ancillary requisites that may be necessary for the work of helping the Spanish people.
3. The Spanish Government is to decide on the distribution of medical aid supplied by the London Committee as the Spanish Government deems best at the time in any given circumstances, always - if possible - after, and in consultation with the London Committee's representative at the Spanish Government's headquarters.
4. The representative of the London Committee should act as the channel through which the Spanish Government will make its needs known to the London Committee, and through which the Committee will communicate with the Spanish Government.
5. The Committee have under consideration various plans for possible future units in Spain, in an effort to coordinate and concentrate British opinion on certain special British medical units in certain centres in Spain.  These will only be agreed to and accepted by the Committee provided that such plans, suitably modified if necessary, are in accordance with the schemes of the Spanish Government and undertaken with their full approval and consent.  All our activities are to remain under the disciplinary supervision of the medical authorities attached to the headquarters of the Spanish Government.
