Proposed Medical Unit for Spain.
I am in receipt of your letter of the 15th instant, and I have also now received a report from Mr. Schevenels, the Secretary of the International Federation of Trade Unions, with regard to his consultations with the Spanish Embassy in Paris.
You will be aware, of course, that the Fund for which the National Council of Labour has made its appeal is controlled jointly by the Labour and Socialist International and the International Federation of Trade Unions, through a Joint Committee acting on behalf of the two bodies.
You will see from this that it would not be within the competence of the National Council of Labour to make a grant from this Fund. It can, however, make such recommendation as its members feel desirable to the international bodies.
I anticipate that a meeting of the Joint Committee will take place this week when your request could be considered.
