Dear Sir.
We have received a letter from the International Brigade Association asking us to write to the Foreign Secretary requesting him to approach the American Government for their intervention with Vichy on the following points:
1. To stop extradition of former members of the International Brigade to Germany, German-occupied countries and Italy.
2. To grant French exit permits to former International Brigaders.
3. To permit the distribution of relief to International Brigaders in French and Spanish internment camps by the accredited relief organisations in France, Spain, Portugal and Switzerland.
The matter was before the last meeting of my Executive Council who have instructed me to write to the Foreign Secretary, also to approach your General Council with a view to enlisting your support in the matter.
