Sir Stafford Cripps some time ago asked us to draw up a Memorandum on help for Spain for submission to the Spain Campaign Committee.
We now send it to you with his recommandation that it justifies the time involved in reading it.
To make doubly sure, however, that we could ask you to give the time involved in reading so long a document we have submitted copies to the Spanish Authorities.
The opinion on it of
(a) the Counsellor to the Embassy, (who writes that he signs in place of the Ambassador),
(b) the former Chairman of the Spanish National Food Commission, (now Agricultural Attache), and
(c) the Commercial Attache.
