The attached brochure from the Spanish Embassy comprises eight numbered communications and a nine page annex, made up as follows:
I. Letter dated August 10, 1936 from Spanish Ambassador in Paris ( Alvaro de Albornoz ) to M. Yvon Delbos ( French Minister of Foreign Affairs ), expressing the Spanish Government's view that the nature of the issue was a domestic one, involving a revolt of a part of the army against the Government which sought to restore order by its legitimate means, and that it could not accept the interpretation apparently placed upon the principle of non-intervention contained in the communique of the French Council of Ministers of 8th August (Annex 1).
He affirmed that, far from corresponding to the principle of non-intervention, the suspension of the export of arms to the Spanish Government at the moment when it most needed them for the restoration of normal conditions, constituted effective intervention in Spanish internal affairs; and that, in the opinion of the Spanish Government, non-intervention demanded the strict and scrupulous maintenance of normal relations of all kinds with the Spanish Government.
