GOODS FOR SPAIN.
Many thanks for your letter of the 13th instant in regard to the goods which have been help up at Cerbere, In my previous letters I am not suggesting in any way that Santiago should have been responsible for the payment in Spanish money of any account to release the goods in question.     I know the splendid work that he is going under most difficult circumstances and I have formed a very high opinion of his abilities.
I do feel, however, that if he was aware that the goods were held up he might have made contact with you.  However, if the matter is now put right I think we can avoid these difficulties in future as we will get all our quotations c.i.f. Cerbere. I had not fully appreciated the fact that all the charges were not covered right through to that town.
We shall now have to be careful that these outstanding charges are not paid twice.   You have already undertaken to pay them and I have also instructed the C.W.S. that we would accept responsibility.     I will get in touch with the C.W.S. right away and explain the position to them, and we will leave it for the time being that the charges will be made by you.
I think the consignment of fish is part of that referred to in my letter of 10th January.
You will appreciate, of course, that we acquaint you with the despatch of each consignment the moment
