(b) Tighten up agreement.
(c) Call for abolition.
Definite decision required.
If British not change France must take account of this.
Consultation British and French Governments inevitable.
If control was tightened would Spain benefit?
Danger of conflict greater now.
Country might be set against country.
French Government a Coalition.
Policy forced on them by circumstances.
Would the fall of French Gov benefit Spain.
Must be clear as to risks.
