HELP FOR THE SPANISH WORKERS.
I have your letter of the 12th instant and am now in a position to convey to you the report of a meeting held on 29th September from which you will see that Mr. Hicks raised the point of your previous communication.
I think the position is best explained by the document on the blue paper which clearly shows the steps which have been taken to form a Committee in Madrid to administer the relief.
I am sending these documents for your personal information, but the actual answer to your previous letter is that we are not aware of the real method adopted by Cabellero and Prieto in the distribution of the relief which has been sent, but if any difficulties have risen in the past they will already have been overcome by the setting up of the Committee in Spain.
