Spain: relief (draft report)

              SPAIN: Relief.
In accordance with the decisions of last year's Congress, a circular was sent to affiliated Unions, putting before them the five proposals laid before Congress regarding assistance for the people of Republican Spain who are facing invasion by Italians, Germans and Moors alike.  The proposals relative to relief are in addition to the suggestion for a national and international campaign (reported elsewhere) and are:
That the campaign be linked with a further appeal for funds, and that the attention of the Executives of affiliated Unions be specially drawn to the suggestions made to and by Congress in regard to the need for exceptional efforts to be made;
That affiliated Unions report, in a period prescribed by the General Council, to the General Council the nature of the maximum efforts they can make to aid the International Solidarity Fund;
That a report of the result of these efforts be made to all affiliated Unions as early as possible and any further suggestions invited, after which the whole position be again reviewed by the General Council.
Replies to the circular were still coming in when this report was prepared.   The total of £6,727.10.2 received since the circular was issued reflects the readiness of the Unions to make a further sacrifice, in spite of their previous generous responses and in spite of the depressed state of industry.
The position will be reviewed by the General Council and the future line of action will be decided, on the extent and nature of application of the Congress proposals on the question of relief.
