Plan for Winter Campaign

              NATIONAL JOINT COMMITTEE FOR SPANISH RELIEF,
PLAN FOR WINTER CAMPAIGN.
In drawing up the following plan, I have been guided by three main considerations:
1. The Basque Children constitute the chief drain upon the Committee's resources.
2. Owing to the present weekly deficit in the working of the Basque Children's Committee, it is essential to restore this organisation to a financially sound basis, since only then can necessary funds be released for work in Eastern Spain.
3. Whereas funds for the Basque Children show a tendency to decline, donations for work in Eastern Spain are on the up-grade, thus testifying to an increased public interest in Spain itself -- a circumstance which should certainly be exploited to the full.
As a matter of urgency, then, the Basque Children receive first consideration when we are preparing publicity and appeal schemes for the coming Winter.
GENERAL PUBLICITY CAMPAIGN.
Two letters to the press should be sent out at the earliest possible moment:
a) The first of these should be an emergency appeal for the Basque Children, pointing out that if funds are not immediately available, the children will have to be repatriated in very unsatisfactory circumstances, and against the wishes of their parents and relatives. The adoption scheme should also be stressed. It is desirable that this letter should be signed, not only by the Committee, but also by prominent representatives of the Church of England and the Free Churches, to act as a counterblast to the recent accusations of Sir Arnold Wilson' s Committee that the Basque Children are being used for "anti-God" propaganda. This letter should be circulated to the periodical as well as to the daily press (a letter to the NEW STATESMAN has brought in, over a period of months, more than £500), and should also be sent out to certain organisations like the T.U.C., the National Union of Teachers, the Liberal and Labour Party organisations, and any other bodies that might be considered sympathetic.
b) The second letter, on Eastern Spain, should go out a week or so later, and might also contain a reference to the proposed Relief Ship, which would be a good send-off, both from the practical and the propaganda point of view, for our Winter Campaign. This letter, also, should carry a wide and representative list of signatories, including if possible some names prominent in literature, medicine, science, music, art, and the theatre.
