Told him supplying socialists and unionists only. Italy & Portugal were not enforcing the [shorthand]. Humanitarian help. Would consult us later. Could we believe no mention was made - Locarno [shorthand]. Could we believe there was no-one who had read the News Chronicle article.
Oil was not in the Munitions list.
Must find out whether Spanish Comrades wanted it.
Did we want American countries added.

It seemed impossible to upset the agreement. We would not do the Spanish Gov. any good.
