MEMORANDUM RE EVENTS IN SPAIN.   UP TO AUG. 11. 
Friday, 24th July, 1936.
Telegram received from Schevenels asking did I concur with early meeting of Executives of International Federation of Trade Unions and Labour and Socialist International.     Wired back that I did.
Saturday, 25th July, 1936.
Mr. Middleton spoke to me this morning by telephone to Wembley, saying that he thought it advisable for us to open a Fund to help the Spanish workers.     He mentioned that the Communists would probably institute a fund and it was desirable we should not delay the matter.    I concurred with this view but said the appeal should be launched as the International Solidarity Fund and be specially earmarked for the relief of distress.    Mr. Middleton agreed.
I then telephoned to Mr. Findlay but found from Mrs. Findlay that he was away at Scarborough. Unfortunately he had not left an address with which I could communicate.      I told Mrs. Findlay that it concerned issuing an appeal for the Spanish workers and that I was sure he would concur in this. I subsequently spoke to Mr. Tewson and asked him to suggest to members of the Finance and General Purposes Committee that an emergency grant of £1,000 should be made from the General Council's funds to the International Solidarity Fund; that the appeal should go out forthwith and that its success would be influenced largely by the substantial character of the General Council's donation.
It was also agreed that in the event of the Finance & General Purposes Committee members approving, a panel notice should be inserted in the "Daily Herald" on Monday morning.
