APPROVED IN THE PENINSULAR PLENUM OF THE FAI CONCERNING THE NEW AND MORE EFFICIENT STRUCTURE OF THE ANARCHIST MOVEMENT

(THE PENINSULAR PLENUM OF THE FAI MET IN VALENCIA ON JULY 4-7th, 1937, AND AFTER UNITING POINTS 4 and 5 OF THE AGENDA AND RECEIVING THE REPORTS OF THE ACTIVITIES OF THE REGIONAL ORGANISATIONS THROUGH THEIR RESPECTIVE COMMITTEES, THEY DEFINITELY APPROVED THE FOLLOWING REPORT OF THE RE-ORGANISATION OF THE MOVEMENT AND OF THE PROGRAM FOR MORE EFFECTIVE REVOLUTIONARY ACTIVITIES.)
GENERAL CONSIDERATIONS
The grave and serious deficiencies were outlined for the Regional Committees of the FAI that were making it impossible for them to act in accord with the requirements of the present social and economic transformation. The Groups that served as the initial cells, were very good during the period of clandestine existence and fulfilled an important historic mission. But, in the light of the present situation, when everyone can know us and know our creative and responsible spirit, they are not adequate.
On the other hand, this form of organisation did not have the necessary flexibility to coordinate its activities in accord with the resolutions and decisions demanded by the situation. The comrades themselves failed to recognize the capacities and attributes that harmed our Organisation as well as the Revolution.
The FAI represents actually the best guarantee of the success of the Revolution; but for that, it is absolutely necessary to confine ourselves to the imperious necessities of the hour, focussing our attention upon the basic problems.
