              A WORKERS' OR A FASCIST SPAIN?
SOCIALIST LEAGUE'S MANIFESTO.
The Socialist League calls upon all Socialists, Trade Unionists and Co-operators to redouble their efforts in support of the Spanish Workers. In a world driving towards war and the further crushing of the Labour Movement, the international consequences of the Spanish struggle cannot be overemphasised.
A Fascist victory in Spain will intensify the danger of war, for it will encourage the reactionary forces in Britain, France and other European countries and strengthen the military position of the Fascist Powers.
The workers of Spain are fighting with amazing courage and determination a major engagement in the world workers' fight against Fascist aggression and for Peace, Freedom and Socialism. For this reason no Socialist can support the policy of neutrality or non-intervention pacts.
This is no war between rival Stares but a civil war between classes. There can be no neutrality in the class war.
Every day reveals the fact that the effort to secure " neutrality " merely enables reaction to prevent Left Governments from aiding the Spanish Workers, whilst allowing the Fascist Powers to pour in arms and machines to aid the Rebels. Fascism is intervening! The Tory Press of Great Britain openly sympathises with the Rebels. It publishes the most outrageous and dastardly atrocity stories against our Spanish comrades, who are sacrificing their lives for freedom, so as to create pro-Fascist opinion.
It is the duty of Socialists, therefore, to denounce neutrality as a cover for aiding reaction, and to mobilise the widest and greatest active support for the Spanish Workers.
In the present stage of the struggle the Spanish Workers from mine, factory, office, barracks and battleship are fighting to defeat the armed rebellion of the militarists: their efforts, sacrifices and discipline alone have enabled the Republican Government to remain in office. The workers are fighting alongside the Liberal Government, but it is our hope and conviction that they are not fighting to return to their age-long serfdom and misery but to smash the militarists so that afterwards they and their fellows may rule Spain. The defeat of the militarists is a necessary preliminary to the winning of full economic and political power for the Spanish workers and peasants.
Whilst emphasising the significance of the fact that the Spanish Rebels are in arms against a constitutionally elected government, every Socialist
