Dear Secretary,
May I draw your urgent attention to the enclosed notes on the new campaign for Winter Relief and the special literature accompanying it?
There is an extremely critical situation in Eastern Spain to-day for which a special effort on a very big scale is needed. Please study the enclosures carefully and do all you can to push this campaign forward.
For your information I also enclose a copy of the letter the Duchess of Atholl has sent to all previous subscribers.
Further I should like to emphasise the necessity of friends doing all they can to combat the very definite and determined campaign against the Basque children which all must have noticed not only in the National Press but in the local papers too. Clearly even though certain children are going home to their parents the whole problem of reuniting the mass of the children is very difficult, specially since the parents of many of them are now themselves refugees.
Obviously support for the children will still be needed for some time yet. Unless every effort is made locally to overcome the adverse publicity the problem of supporting them will become increasingly difficult and will effect the success of the appeal for Eastern Spain. A wide extension of the "Adoptions" Scheme is very badly needed.
Yours sincerely,
G.T. GARRATT
Hon. Administrator.
