MR. MIDDLETON made an announcement at the commencement of the meeting that they had had great difficulty in making contact with some of their members, and substitutes had been appointed. It might be found in the course of the meeting that they were over-represented.
The CHAIRMAN then asked Sir Walter Citrine to give a report on the international meetings he had attended.
