Dear Comrade Schevenels,
COLONEL de QUIROS: LONDON AND RHODESIAN MINING AND LAND COMPANY STOCK.
With reference to your letter of 23rd January, we have been in touch with the British Overseas Bank Limited who tell us that they are holding the stock in Colonel de Quiros' name, not on his behalf but on behalf of a Spanish Bank, the Banco Central. The shares were apparently handed over to the British Overseas Bank by the London Office of the Banco Español, to be held by the former on behalf of the Banco Central. The Banco Español here is, apparently, closing down and many of the securities held by them have been handed over in this fashion.
The effect of this is, as was pointed out to Colonel de Quiros in a letter from the British Overseas Bank dated 11th January, that the stock into which the shares have now been transformed cannot be sold or handed over by the British Overseas Bank except on the written authority of the Banco Central in Spain. A letter was sent to this bank by the British Overseas Bank asking for their instructions on the 15th December last, but we were informed that no reply has been received to this letter.
It, therefore, appears that the only course which Colonel de Quiros can pursue is to communicate with the Banco Central and endeavour to get them to authorise the sale of the stock on his behalf.
P.T.O.
