Further to my letter of the 17th inst. in regard to the above, I think it would be advisable for Mr. Perez (or you on his behalf) to communicate with Mr. R.A. Butler, Under-Secretary for Foreign Affairs, giving him full particulars of the case. For this purpose I am returning the enclosures accompanying your last letter.
You might say we have advised you to communicate with him.
Let me have a copy of the letter you send and I will drop a note to Mr. Butler on the matter.
You will appreciate that Mrs. Perez is still a Spanish citizen and the Foreign Office cannot apply for release. If they can submit the case for reconsideration in view of the special circumstances, that may have the desired effect.
In regard to the amnesty, that is no doubt it is not generally operating, and the ironic comment of a Spaniard we have seen is that "practice does not always coincide with law in Spain."
