SPANISH SEAMEN.
Funds have now reached the state where we have found ourselves forced to write to the Spanish seamen an individual letter notifying them that at any moment now we may be compelled to terminate our support. I give the English rendering of the letter on the reverse side of this communication. The Basque Delegation are reinforcing our appeal to the men to find employment by a letter which they are sending today to their key men in the port.
I think, in all fairness to the men, we are bound to give them proper warning of the true state of our funds, so that the termination of assistance will not come like a bolt from the blue.
For your own information I may say that the actual period for which we can continue assistance will depend on the number of men who secure employment and so relieve us of financial responsibility. We will give you at least a clear week's notice of the cessation of payments.
Please arrange for the distribution of the enclosed copies of the Spanish text to every man in your care.
