Dear Señor Lizaso,
SPANISH SEAMEN.
You will recall that at the beginning of last March, we discussed what could be done in the final stages of settling the Spanish seamen in our care in this country in employment. At that time, you kindly placed the services of your Delegation at our disposal in the preparation and translation into Spanish of a letter, to go to every Spaniard concerned.
We think the time has now arrived for a letter of this kind to be sent out, and I am accordingly attaching herewith a draft which, if you approve, we propose to send out, through our Trades Councils, to all the Spaniards in our charge. I should be grateful for your comments, and for any proposals on points in which you consider it can be improved.
The understanding reached when we discussed this question on 12th ultimo was that the despatch of this letter to the individuals should coincide with the despatch by yourselves to your key men in the various localities of a letter urging on the men the necessity of finding employment. It would be appreciated if mention could be made in your letter of the advisability of officers' accepting even reduction in status as a means of enabling them to make their new start in life. This, you will remember, was done on a large scale by British officers during the slump.
