Memorandum on the Spanish conflict

MEMORANDUM ON THE SPANISH CONFLICT BY THE OFFICERS OF THE NATIONAL COUNCIL OF LABOUR.
(1) On Saturday, 18th July, it was reported that a militarist rising had taken place in Morocco against the Spanish Government, and that fighting had broken out in a number of centres in Spain.
(2) On Monday, 20th July, a conference was held, under the auspices of the National Council of Labour, at the Memorial Hall, Farringdon Street, London, on the subject of the Means Test Regulations.    At that Conference a resolution was passed expressing its profound concern over the outbreak of civil warfare in Spain, and declaring its confidence in the will of the Spanish Government and the organised Labour Movement behind it to resist the attack, and pledging all practical support to the Spanish comrades. This message was despatched by telegram to the Spanish Socialist Party and Trade Unions.
(3) On the following day the National Council of Labour had the matter under review, and as it appeared possible that the revolt would be quelled at an early date, the officers were given instructions to send a message to the Spanish Socialists and Trade Unionists congratulating them upon their successful resistance to the attempt to overthrow the Republic.   This action was endorsed by the General Council of the Trades Union Congress and the Executive Committee of the Labour Party which met separately the following day.
(4) On Saturday, July 25th, as a result of consultation between the officers of the National Council of Labour, it was decided to issue an appeal for funds in aid of the Spanish workers' cause.     This fund to be part of the International Solidarity Fund, but to be specially earmarked for the relief of distress, and to be administered by the Labour and Socialist International and the International Federation of Trade Unions, in consultation with the Spanish comrades. The appeal was published on Monday, 27th July, and
was headed by a grant of £1,000 on behalf of the T.U.C. A separate report will be presented to the National Council of Labour on the fund, which at the present time totals £10,546. 13s. 1.
(5) During the weekend a joint meeting of the Bureau of the L.S.I. and of the Executive of the I.F.T.U. was hastily summoned, and took place in Brussels on Tuesday, July 28th.       The problem of material assistance was discussed in all its aspects, including the sending of ambulance and medical supplies, and the opening of relief depots in Spain.    There was unanimous agreement that an international appeal should at once be issued, and that consultation with the comrades in Spain should, be arranged.
