Dear Sir Walter Citrine,
At this time, when the crisis in Spain seems to be coming to a head, the Basque National Council, which was formed when our beloved President and the Government were lost after the collapse of France, feel that it is their duty to establish clearly the position of the Basques.
A statement to this effect was therefore issued to the Press on the 21st April, and was well received. As, however, the account appeared in a summarised form and I feel you would perhaps like to see the full statement, I now have the pleasure to enclose a copy for your information.
