Dear Convenor,
You will have seen from the press how serious is the situation in Spain.     It is clear now from the accounts of all the press correspondents that the present in urgent successes are due to the enormous quantities of war materials which General Franco has had put at his disposal by Germany and Italy, and to the use of many divisions of Italian troops. Indeed, this is confirmed by General Franco's thanks to the Italians and by the boast in the Italian press, that "Italian intervention has proved decisive'.
There is, however, no sign of a break in the morale of the Government, on the contrary they are putting up a desperate resistance against great odds.
The Spanish Government is defending not only its own people but Democracy in Europe;    there therefore can be no justification for refusing to allow the Spanish Government the right to buy arms.
Men and women of all parties are agreed that Great Britain should not be a party to a policy of depriving the Spanish Government of arms.     For this reason, therefore,  it is essential that members of all parties who wish to preserve a Democratic Spain should act together in order to make it possible for the Spanish Government to buy arms.
It is therefor, proposed that a Deputation from all parts of Great Britain should, on Tuesday, January 24th, urge on all the political leaders the need for joint action in support
