Dear Prime Minister,
All sections of the Trade Union and Labour Movement are very deeply concerned with the developments in the Spanish situation, and particularly in the continued adhesion of the British Government to the so-called "Non-Intervention" policy.
It has become clearer than ever that the attitude of the British and French Governments in preserving neutrality has never been adopted by either the German or Italian Governments, and that the continued intervention of these Governments in support of the insurgent forces has constituted one prolonged and disgraceful breach of the undertakings they have given.
On behalf of the National Council of Labour we reiterate the view that the position of the British Government in this matter is indefensible. The continued denial by the Democratic Governments of the right under International Law for the Spanish Government to purchase arms, while the Dictator Governments continue to assist the Spanish insurgents, constitutes a flagrant and one-sided benevolence to the Fascist rebels.
The false description of this procedure as "Non-Intervention" is repugnant to Democrats throughout the world.
