Sir,
I enclose herewith for your information an analysis and a short summary of General Franco's new Law of Political Responsibilities, promulgated on 9th February, 1939.
This Law is already operating against those General Franco opposed and those who omitted to support him.
It is our sincere belief that this Law of reprisal - which will penalise a great majority of the Basque population (the 84 per cent, of the total electorate who voted for the Statute of Autonomy) - is not only contrary to General Franco's undertakings outlined in his telegram of 22nd February, and referred to by Mr. Neville Chamberlain in the House of Commons, but that its enforcement cannot represent the preliminary to future peace and contentment in the Peninsula.
For obvious reasons, this Law will aggravate the already pressing refugee problem, since the exiled peoples of the Peninsula will make every effort to remain outside the country while it is enforced.
