TRANSLATION.
Montevideo, 27th July, 1939.
Dear Sir,
The Committee for Aid to Spanish Refugees in the Food & Drink Branches in Uruguay is approaching the workers of your country through you, Comrade Secretary, with a request for assistance to save the thousands of human lives which are being daily sacrificed in Spanish territory by the hordes of the Franco Government, which is emboldened by the assistance from its protector - international Fascism.
Faced with these acts of savagery never before known in the civilised world, we ask you, Comrade, to ensure that a immediate and unanimous protest be made by all the workers of the world to force justice from the dictators who, desirous of shedding more workers' blood, ignore the most sacred rights. This solidarity, Comrade Secretary, consists in the first place in approaching your Government, Statesmen, and representatives of all the Parties which form your Government, to secure their mediation with the Spanish Government for death penalties not to be inflicted in Spain.
The whole of America is making this appeal to you, confident that you will know how to transform it into action by redoubling your fight until victory is secure, organising conferences and meetings with continual pressure on the Government, so that the latter may acknowledge itself compelled to take the matter up with the Spanish Government.
We beg you, Comrade Secretary, to initiate this campaign at an early date, and with the maximum speed and energy possible.
