Dear Sir, In view of the comparative importance of Spain's attitude in the event of a war, Mr. de Lizaso, who has been called to France and will not be back for a week or more, has asked me to send to you in his absence the attached analysis of General Franco's recent official declarations and speeches on policy. While excerpts from most of them were reported by the international news agencies, this study provides a number of details which were overlooked. Yours truly A de Gondra Secretary to the Delegation.
