Dear Comrades,
As we approach the second anniversary of the day when the Spanish people began their heroic defence against the rebel generals, we wish once more to make an urgent appeal to all trade unions that they undertake a new effort to aid our Spanish comrades. As the fighting continues, the number of victims, including men, women and children increases in frightful proportions. The sacrifices that the Spanish workers have made during those two years make the need of international assistance more urgent than ever.
On the basis of previous decisions, we should like to suggest to all National Centres, to all International Trade Secretariats and to their affiliated organisations that they arrange a great campaign to raise relief for Spain. The workers' organisations in Belgium (the Belgian Labour Party and the Belgian Federation of Labour) have already decided to set aside a week for propaganda and solidarity. This week will begin on the 18th July, the anniversary of the beginning of the civil war in Spain. Our Belgian comrades hope that by redoubling their efforts they will exceed the results that they have obtained in previous campaigns for the Spanish people. We hope that all other countries in so far as the political and economic situation permits, will follow Belgium's example and will devote all of their energies to this demonstration of solidarity with Spain.
Simultaneously with this action, you should use the press and public meetings to inaugurate a new campaign against aerial bombardments of open cities and the systematic massacre of the Spanish civilian population. The purpose of this campaign should be to mobilise public opinion in all countries and finally to force the governments, especially those who are members of the socalled Non-Intervention Committee in London, to take decisive action in order to bring an end to this barbarism.
We should be very grateful if you would inform us, at least briefly, what the Labour Movement in your country has done or intends to do in this regard, so that we can stimulate the interest of comrades in other countries by informing them of what is being done in yours.
