Dear Sirs
The following are the proposals of the above Federation which we desire you to consider in connection with resolution - Arms for Spain - passed at Congress this morning.
1. In order that the campaign should be organised in the most dramatic and effective fashion, the British T.U.C. should approach the French T.U.C. with a view to a simultaneous approach to their respective Governments, calling for the removal of the ban on Arms and the opening of the frontier.
2. That a week of Demonstrations and meetings be simultaneously organised in France and this country with a interchange of speakers.
