Mr. W. M. Citrine,
Dear Comrade Citrine,
In accordance with our telephone message of this afternoon, I am sending you enclosed a copy of the statement telephoned to London to-day.
As stated on the telephone, it is felt necessary for the IFTU to issue a statement, in view of the situation in Spain, before any other action is taken. The enclosed statement was prepared after I had had a conversation with Jouhaux yesterday in the presence of Blum. Comrade Schevenels, to whom I telephoned it in Geneva, gave his agreement and asked that it should be communicated to you before it is issued.
