Dear Sir Walter, Referring to my letter or the 10th instant I have pleasure in enclosing herewith copy of the text of a telegram which I have just received from the Basque government in Santander. Once again the falsity of the news regarding the supposed blockade and mining of the port of Santander is demonstrated and it is also apparent that the protection promised by the British government is not yet being given effectively.
