To the Members of the Executive.
Dear Comrade Citrine,
I received today a telegram, signed by Largo Caballero, in which the UGT Executive urges the convocation of an extraordinary IFTU General Council Meeting. I replied at once by wire and gave the reasons for it in a following letter.
I herewith bring the desire of our Spanish comrades to your knowledge as well as the attitude taken by the Secretariat.
The letter to Caballero reads as follows:
"In answer to your telegram of to-day reading as follows :
"NATIONAL TRADE UNION CENTRE EXECUTIVE MEETING URGES CONVOCATION IFTU GENERAL COUNCIL DEALING SPANISH WAR PROBLEMS - LARGO CABALLERO."
I wired you at once:
"COMMUNICATE ITEMS AGENDA AND PROPOSALS JUSTIFYING CONVOCATIONS EXTRAORDINARY GENERAL COUNCIL MEETING BETWEEN ORDINARY GENERAL COUNCIL MEETING WARSAW THIRTIETH JUNE THIRD JULY AND EXECUTIVE MEETING FIFTEENTH SEPTEMBER".
I thought it necessary to ask you to make us proposals and to indicate the special items to be dealt with in this extraordinary General Council Meeting which could justify the convocation of such a meeting in the eyes of the Executive and the General Council itself. This so much the more
