To the Members of the Executive
Dear Comrade Citrine,
Further to my letter of the 20th August, in which I informed you that the Executive Committee of the Spanish UGT was asking for the convocation of an extraordinary session of the IFTU General Council and the LSI Executive, I give you below the text of a telegram which I received yesterday from Largo Caballero .
"Letter gives details urgent extraordinary meeting general council think it should meet in Geneva same date as League Assembly".
The same day I received the letter of the 24th August, referred to in this telegram, and of which the text is given below:
"We acknowledge receipt of your telegram in which you ask for the reasons for calling special meeting of the General Council for which we asked, and for the agenda for approval.
Certainly the General Council met at Warsaw on the 30th July, but, between that date and the present time, such events have occurred in Spain as make it necessary to bring together again the General Council of the ITFU and of the LSI in order to decide on the withdrawal of the volunteers who are fighting for Fascism in our country, and to see that the governments grant to the Spanish Government all its rights, so that it can obtain arms wherever it, deems this desirable.
It would be useful if the meeting could take place before that of the League of Nations so that the resolutions adopted there by the IFTU and the LSI could receive an echo in the meeting of the League Council.
We do not think it necessary to go into further details on these problems, because you know only too well what our situation is. It is necessary that
