SITUATION IN SPAIN
Further to my letter of the 30th August, giving you some account of the situation in Spain, I should like to inform you that my conversation with Comrade Llopis (to which I refer in another letter of to-day's date) confirmed the statements I made. I would add here merely some supplementary details.
It is true that, at the beginning of June, there was a majority in the General Council of the UGT against Caballero, but this was only owing to the system of each Union having only one vote, thus giving the same voting strength to, for example, the Landworkers' Union, which must have a very large membership, and the Union of Pharmaceutical Assistants, which Llopis called a phantom organisation. In a Congress where the voting was proportional to membership,  Caballero would have an overwhelming majority.    When the Right-wing Socialist in the General Council realised that by voting against Caballero they were playing into the hands of the Communists, they changed their attitude.
This meeting of the General Council adopted a resolution proposing that good relations be established with the Communists, but, as the Executive of the UGT was attacked in the Communist press, it decided not to send speakers to meetings at which Communists
