PROPOSED MEETING ON SPAIN
With reference to your letter of the 1st September, the contents of which I have noted, I should like to inform you that I had a call yesterday from Rodolfo Llopis Ferrandiz, a friend of Caballero, and formerly one of the secretaries to the Prime Minister. He is here in Paris to attend the meeting of the Inter-Parliamentary Association, and he came to ask, on behalf of Caballero, what had been decided about the meeting of the General Council.
From what he said, it seems that the reason why Caballero asks for the meeting is mainly the internal situation in the Trade Unions in Spain. It is known generally in Spain that the UGT applied to the IFTU for the convocation of this meeting, and the Communist press states that the Trade Union and Socialist Internationals are not doing anything for Spain, and that it is only the Third International which is doing something to help.
I explained the situation to Llopis, pointing out that for the moment it was extremely difficult, seeing that you are occupied with the British Congress and that I have had no reply on this matter from the LSI (I had yesterday a reply from Mertens, who is opposed to a meeting,
