Dear Comrade Citrine,
I am enclosing herewith translation of a draft made by de Brouckère, and agreed to by Adler and Jouhaux, for an appeal which it is felt should be published in the press, and I should be glad to know at once if you are also in agreement. The idea is to hold it up until the actual fall of Gijon, and then to rush it into the press at once as a joint appeal signed by the Presidents and Secretaries of the two Internationals.
