SPEECH OF CABALLERO
In reply to your letter of the 5th November, which only reached us on the 8th, I am glad to send you the following information.
First of all, you will find enclosed herewith a document about the conflict in the UGT in Spain, [see docs file] which was already prepared for the forthcoming Executive Meeting. This document gives in a very concise form the gist of the facts. From this report you will see that we have refrained from any intervention for the moment, since it is quite impossible to judge accurately either of the numerical force each of the two Executives really represents or of the deeper-lying causes of the quarrel.
I have much sympathy and respect for Mme. Krier but I am not sure that this comrade is always objective enough to judge such a different situation as that existing now in Spain. She judges of people and facts on the basis of her personal sympathies and desires, and I do not think it is possible to judge by sentiment. Moreover, I am not sure that Mme. Krier has at her disposal the minimum of information necessary to form a reliable judgment. It is true that she receives a number of daily papers, such as the "Avance", from Alicante, and "La Correspondencia de Valencia", manifestoes and letters, but I have the impression that the greatest part of her sources of information are in quarters favourable to Caballero, such as are the two dailies already mentioned.
