I enclose a translation of a letter which I have received today from Mr. Camille Huysmans, the Mayor of Antwerp, who keeps in close touch with the situation in Spain and considers himself a Spaniard by descent.
His suggestion that the situation requires the appointment of a governmental Commission of Relief is very important, but I doubt whether any such action can be taken on the basis of his personal opinion.
It might be worth while to get into touch with Schevenels on this matter. I have endeavoured, to speak with Adler, but he was not [on the phone.] in the office.
I also suggested to de Brouckere about a fortnight ago, and to Adler more recently, that the parties in Democratic countries - Norway, Sweden, Denmark, Holland and Switzerland at least should make collections on the model of our 'Milk for Spain' Fund through the Co-operative Societies.
