Dear Comrade Schevenels,
Comrades Boer and Azuara 
I have been in touch with our Foreign office with reference to these Spanish comrades obtaining visas in order to come over to England.     I have received word today that they must apply to the British Consul in Paris for this visa.
No difficulties in the way of granting visas are anticipated at this end, but it has been pointed out to me that the Consulate in Paris is given very full discretion as to granting these visas, and that consequently it will be absolutely necessary for our comrades to explain clearly to the Consulate that they wish only to speak personally to some of our Trade Union leaders here, and that they have no intention of making any propaganda whatsoever.
Perhaps you will be good enough to notify Comrades Boer and Azuara accordingly.
