Dear Comrade Citrine,
IFTU DEFLEGATION IN SPAIN
After having wired you, I had two telephone conversations with Brussels, when Comrade Mertens informed me that it was impossible for him to take part in the delegation.     On receipt of your reply, agreeing with my suggestion, I therefore had another talk with Comrade Jouhaux on Monday, and he agreed to undertake the delegation alone.    He will be leaving France in good time to get to Barcelona for a first meeting on the 27th December, at 10.0.am. With his agreement, I have already informed Comrades Caballero and Pena of this first meeting by wire, and I am now writing to these comrades in detail, in order to let them know the procedure which, in Jouhaux' opinion, could be followed in order to reach a solution of the present conflict.
This is for Comrades Caballero and Pena each to come to the Barcelona meeting accompanied by a representative delegation from each Union, so that it might be possible, in many cases, to determine right from the outset the exact position of organised labour
