Dear Comrade Citrine,
In reply to your letters of the 14th and 15th August, I sent you yesterday a telegram as in the copy enclosed. I also enclose herewith copy of a cable I sent with your approval to Comrade Dubinsky.
British Ambulance Unit:
As I said in my telegram yesterday, our Spanish Comrades of the Embassy fully confirmed the statement made by Miss Ellen Wilkinson about the interview the British delegation had with the Spanish Embassy. To avoid any misunderstanding about the declaration made by de los Rios and reported to the Brussels meeting, on other occasions and finally in my letter to you of the 13th August, I kept Comrade de los Rios fully informed of the way I interpreted his statement. I even sent him a copy of my letter to you of the 13th August, with the substance and form of which he expressed complete agreement.
As already mentioned, whilst the Spanish comrades are now definitely in favour of the despatch of a British ambulance unit to Spain, they are still of opinion that its main value is as a symbolic gesture and lies in its undoubted moral effect on the fighters and Government in Spain.
Meetings of the Two Internationals:
On the question of the proposed meeting of the Presidents and Secretaries of the two Internationals, I have already got into touch with Adler, as I told your office on the 'phone this morning, and he fully agrees with your proposal.
