Dear Sir Walter Citrine,
In the absence of the Secretary of State I am writing to thank you for the telegram which you sent to him on September 4th in the names of Mr. Middleton, Mr. Scott Lindsay and yourself, on the subject of non-intervention in Spain.
Since your telegram was sent you will have seen in the press that the international committee to co-ordinate and supervise the measures of non-intervention has been summoned to meet on Wednesday next, September 9th. It is the intention of His Majesty's Government to do all they can to ensure that the work of the committee will lead to agreement between the Governments concerned for the effective and genuine application of the measures which have been agreed upon internationally, and of any other
measures....
