Dear Comrades,
Spanish Trade Unionists, Socialists and Communists, and the Spanish people as a whole fighting to stem the murderous advance of Fascism which threatens Europe and the world with destruction, are paying a terrible price in blood and tears because of the support given to the rebels by the Fascist countries behind the screen of the non-intervention agreement.
Your Council is aware of this. The whole working class movement is aware of it, but while the Movement as a whole demands action in support of Spain, you fail entirely to give expression to that insistent demand.
At this late moment, when the fate of Spanish Democracy is in the balance, once more we draw your attention to the resolution of the Labour and Socialist International and International Federation of Trade Unions, adopted weeks ago, where it spoke about the necessity of co-ordinated action to secure victory for the Spanish Republic. At this late moment when the fate of Spanish democracy is in the balance, it is necessary to give practical and immediate effect to these words.
In the name of the whole working class movement we demand that the present policy of so-called "neutrality" which plays into the hands of the Fascist forces be ended and that an unqualified declaration of Labour Party and Trade Union support for the Spanish Peoples be issued to the world.
We urge you to come out openly and energetically behind the policy of the Soviet Union, in its demand for the ending of fascist intervention.
