Dear Comrade Citrine,
SPAIN.
In receipt of your letter of the 24th March relating to the presence of Mr. Frank Pitcairn at our Joint LSI/IFTU Conference in London as a Spanish delegate, I would inform you that our investigation had the following results:
Neither in the Trade Union nor in the political delegation Mr. Frank Pitcairn is mentioned as a delegate under his own name or a pseudonym. The delegates to whom credential cards were handed over by the IFTU and the LSI secretariats are known by us and it is impossible that Mr. Frank P. was smuggled in the delegation under one of these names. None the less, our collaborators, to whom I showed the picture you sent with your letter, definitely declare to have seen this person all the time together with our Spanish comrades. It is therefore not impossible that Mr. Frank P. passed the control of the conference hall with a delegate card lent to him by another Spanish comrade who succeeded to get in without a card.
Another hypothesis may be that our Spanish comrades, who got the delegate cards in blank and had to fill them in themselves, delivered one to Mr. Frank P. without mentioning him on the list of delegates of the IFTU or the LSI.
Unfortunately it is not possible for the moment to ask comrade Stolz what he knows about the case, but as soon as he will be back from Spain, we shall do so and let you know any valuable information.
