INTERNATIONAL CONFERENCE RE SITUATION IN SPAIN.
I thank you for your letter of the 30th March in which you explain how it possibly came about that Mr. Frank Pitcairn was able to enter the Conference Hall on the occasion of our last International Conference on Spain, and hear the discussion which took place.
You are probably correct in your assumption. Moreover, we do not for one moment doubt that the utmost care was exercised in giving out credentials and in examining them when presented at the door of the Hall.     Our people could not, in the circumstances, possibly detect such a use of aliases as appears to have been made.
At the same time, so long as the matter is not properly cleared up, there will always exist the impression that little or no confidence can be placed in the arrangements of these conferences. Consequently, delegates in future will speak with a certain amount of restriction, and how is it going to be possible to solve this terrible problem unless we can get to know what are the facts
